Palmer Lake Beach Club is the HOA for the Plat of Palmer Lake. Property owners (members) within the Plat are subject to the Declaration of Restrictions, Covenants, Conditions, and Easements as well as the Bylaws which are created by the owners. The Declaration and Bylaws are part of the deed for each property within the Plat. All construction and development within the Plat must be approved by the Board of Directors in advance. The members elect the Directors who are unpaid volunteers to the HOA and serve the membership. The Directors meet on the 4th Thursday of each month (except December) at 7:00pm, at the South Beach. Meetings are open to all members. During October and March there are general membership meetings, details are sent by mail/email to members. The Board is legally obligated to follow the Bylaws established by the members. Minutes are kept for each meeting. See the downloads below.
Day to day operations of the HOA are managed by the Board of Directors, who operate strictly under the Bylaws created and approved by the members. The Board's discretion is limited, and must follow the Bylaws. The HOA has a bookkeeper and maintenance staff. The HOA is not law enforcement, and does not investigate crimes. The HOA does review neighborhood issues with regard to appearance, maintenance and construction for compliance with standards.
When a property in the HOA is sold, the purchaser (or their title company, attorney, etc) should inquire to the HOA (via email) to ensure the property owner's account is current. The obligation for the account "runs with the land", and unpaid accounts will become the obligation of a new owner. New owners should also contact the HOA to ensure our records are updated, and to transfer the property account into the new owner's name. Our fiscal year is July 1 to June 30. The Bylaws of the HOA, which are created by the members, have certain standards regarding pre-approval of tree-cutting, construction and upkeep/property appearances. In addition, there is a detailed policy of standards, process and fines (see below). As we become aware of potential non-compliant conditions, we contact the property owner. The HOA members have tasked the Board of Directors to take action, up to and including levying fines, filing of liens and foreclosure in certain cases to ensure compliance. It is not the objective of PLBC to collect fines - the cure period coupled with fines are designed to provide motivation to correct non-compliance. The annual dues are $180.00 per year ($230.00 for FY25~26 onward) , invoices are mailed around the end of May, for the fiscal year starting on July 1, and payment of the invoice is due prior to July 1, and payments not received in full prior to July 31st are assessed a late fee of equal to the dues and interest will accrue thereafter on unpaid balances. Payments (check or money order) are made by mail to our mailing address (Palmer Lake Beach Club. PO Box 291, Lakebay WA 98349).
As part of the establishment of the Plat of Palmer Lake, the Declaration of Restrictions, Covenants, Conditions and Easements for the Plat of Palmer Lake are dated July 9th, 1971, and recorded on August 9th, 1971 in the Pierce County Recorder's Office. This declaration is available for download below, and is binding on all lot owners in the plat.
